There was an argument when vector layers and vector art software weren't a thing, but now whenever I watch an art stream where the artist uses undo more than ten times to make a perfect line, I can't stop thinking "hey you can just use a vector layer and make a better line with 3 clicks".
IMO it's mouse for lineart and tablet for coloring, although I've seen some insane artists doing coloring on illustrator and the brushwork looks amazing.
