The programs are almost exactly the same except Photoshop might lag less and is owned by an absurdly jewish company. If you're having difficulty mimicking linework try some different brushes or make your own. I personally couldn't get a lineart brush I liked until I started messing with weird dual brush bullshit. Every brush I used before that was either way too wild with the line weight variation or not enough.
Also, post examples of the artists you're talking about. A lot of anime illustration had pretty boring linework desu with 0 line variation, but they add color and rendering so it fixes whatever depth issues
