Yes something like your image might be technically decent, but its just a bunch of disjoined characters standing around in pretty boring poses, none of which really fit in with each other. Okay you have 2 dudes talking, an some dude sitting behind them. But there's also a dude getting ready to shoot someone and an assassin jumping out behind him, why the fuck are these 2 dudes just chilling and talking with literal combat going on right behind them?
Nothing is being expressed, nothing interesting is happening. Any stylistic choice is relegated to basic character design.
Yeah the lighting and structures are functional, but that's about it. I look at that and think "yeah that's lighting" "that's a building"
Meanwhile I can look at something like pic rel and think, "god damn the way the light was handled there is fucking gorgeous. I wish I was good enough at color theory and rendering to make design decisions like that and make it look that cool"
