If starting digital, either Photoshop or CSP. Personally I chose CSP, but really is more a matter of choosing one and getting used to it. Do some basic tutorials to learn the software before learning to draw on it.
Tablet smoothness isn't really an issue, but they do sell some protectors that add paper-like grain so it feels closer to trad. Using a glove if your hand sticks to it is good too.
Start with fundies. They are boring, you might even hate it, but find a couple fundamental courses like Drawabox, or from the IC torrent in the courses thread. Peter Han's dynamic drawing or Brent Eviston's course under fundies in that torrent are good starting points. If you prefer books, can try Keys to Drawing, or Drawing on the Right Side of the Brain.
You CAN mix in imaginary drawing and whatnot, but do not overlook or rush fundamentals like shapes, form, perspective, etc. You'll become a permabeg whining in the /beg/ thread about not improving. After going through fundamentals, start learning basic character construction and building up from there.
Personal style is not something you wake up one day and suddenly have, it develops over time as you copy and learn from other artists and start mixing in what you like from them. You do not invent pizza, you take some guy's dough recipe and use someone else's sauce.
Even if you want to do weeb style, it's still recommended to learn realism or whatever your chosen course teaches. Going for anime style drawing courses is a waste of time as a beg. Learn realistic character drawing, THEN look for anime tutorials on how to simplify that into your desired style, or you'll be stuck drawing ugly deformed blobs and whining your forms don't look convincing.
