Because it's shit, made by someone who themselves are shit. Thereby, any shit artist who takes this course and makes shit art afterwards won't feel discouraged because it's like "hey, my art looks just like the instructors!" Which eliminates the discouraging part of learning from artists who actually know what they're doing.

AKA, it's for artists who want to learn, but don't actually want to get better.

Very correct opinon.
There are two ways to verify the quality of an art course:
1. Is the teacher good at art?
2. Are the students coming out of the course with good art?

Condition 1 verifies that the instructor knows how to do the thing he is teaching
Condition 2 verifies that the instructor knows how to teach and pass down his knowledge
