How do you plan a comic?

I have a set of characters that i want to use to write a story but I'm not good at writing or planning. They have strengths and weaknesses so I know what kind of character arcs they could have. The conflict is that princesses r stuck in mirrors and 4 girls have to get them out and find who put them there. I was gonna write the story and find out with them but I find I literally don't have the mental capacity to do that.

Read some webtoons and take notes on how they progress the story and characters, e.i. make timelines of their stories and arcs. Then just reference your notes when writing your own stuff. It's a good idea to have the ending planned before you start, it's even better to have all the arcs pre-planned. Make a big timeline planning these out so the events make sense chronologically and don't get clustered.

looks like you should find some writing tips/advice rather than stuff people could provide here. but as someone who writes, if you have a conflict you are already ahead. just writing and seeing what happens can be fun but it can also lead you into a corner and result in an unsatisfying story; if that doesn't matter to you and the process is what you're looking for then go for it. otherwise i would look into resources online about comic-making, the structure of stories, etc and make an outline which you gradually make more specific and fill in with events. then you can move on to making a script, or you can just move forward with the plot in mind, though i prefer scripting myself. if it's your first comic it's best to just jump in sooner rather than later because you're never going to feel 'good enough' and you need the experience

Your premise seems very flexible and easy to write onto if I'm being honest (and I'm no professional writer), here's an idea:

So, whoever the main character is you have to start with first obviously. Since there are princesses stuck in mirrors, you could either start the story with them (the princesses) NOT being in mirrors (make sure they end up in the mirrors some how & here's a random idea you can use as a stepping stone, make them go to a giant ball and some witch/wizard/criminal dude crashes it and traps nearly everyone in the mirrors except the 4 girls.)
Or, take an "already-in-mirrors-route" which could take place in a collapsing theocratic type-world because the princesses are gone and have been gone for however amount of time you wish it to be. (I suppose this depends on how important you make the princesses in their society/world)

All above aside, the possibilities are practically endless. You just have to watch some (more) movies, read more books, manga, anime, webtoons, take it all in, and especially what you like.

I figured I figured I would start the story with introducing the characters and giving them keys that hold their powers(that unlock the mirrors). The end would be them finding out the kindgdoms have been gone for a while and they have to have to cope. I wanna write a story about the 4 girls growing as people because I kinda wanna grow as a person :3

Looks like you've already got a couple ideas in store. I think most people who start a webcomic grow over the duration of their project and if that's what you're looking for (plus having a webtoon under your belt) than you're going in the right direction. First I recommend you learn to write screenplays, and then (this is what I personally do) watch a movie on one monitor or screen or whatever, and draw whatever comes to mind when you watch it, For me personally, movies always get the cogs in my brain turning to making my ideas. Try it sometime, maybe it's what you need to fix whatever "mental capacity" doubts you may have. Doesn't even need to be a movie. Any (visual?) media works. If you can make characters, you can make a story. You probably want to watch princess-y things though. Judging by your character designs they look inspired my eastern magical girls, so maybe start there? It all depends on what you're trying to make.
