Not every mangaka has a series in the biggest weekly magazine, just as most actors are not in Hollywood, but doing regional plays. That means this is often a secondary income, or someone who still lives with relatives or in a commune situation, both of which are likelier to be women.
But this is all moot anyway, because it's silly to look at manga as a hegemony like Disney. Men largely dominate boys manga, and women largely dominate girls manga. They're industries unto themselves, and they're both healthy. Women don't "rule" manga any more than men do. They rule their respective genres.
The anime industry has a bigger divide. I recall it's 6 to 4 in favor of women. But it's largely for the same reason: entry level animation jobs have low pay, so it's staffed by people who aren't 100% dependent on it.
