Looks like gpen and opaque watercolor on clip studio paint. This person probably made a multiply layer the colored it and airbrushed in SSS, then edited a bit with color balance and rendered on top with gpen for the hair.

I bought the pencil pack, it's alright, nothing you couldn't get from another pack. Unfortunately my pc broke last weekend. I hope I'll get it back from the repair shop next week and upload those. Be sure to remind me. It'd be great if someone else got the painting pack and uploaded it
