Idealistic teenages and 20-somethings think style is a trademark, that it's some kind of special ticket for them to be remembered forever, rather than the natural accumulation of references, experience, and personal taste. In the east, you have the opposite, where it seems personal taste is mostly thrown out the window for "what works", which is sort of how things have always been. The west strives for more in it's good days but the work ethic to back that up is currently MIA, while the east tends to take what it can get regardless of the situation.
If suddenly we had people who were obsessed with the craft in the west and had similar conditions for animation, I guarantee you the quality would be much closer.
also ugly does not = bad in cartoons, ugliness can be funny when done well. It's when it's lazily executed that it's bad, like with Mega-Babies. Some of the most influential cartoons would be "ugly" if the measure of qualty is attractiveness. As Aristotle once wrote, 'the laughable is a species of what is disgraceful.'
