First, I agree that I should probably work with the color palette of her skin/eyes/hair and experiment until I get something I am pleased with and doesn't look jarring, and some of the tips you give me are really helpful not only for her, but for character design in general.
Now let's start with my problems with it. Some of your assumptions are a completely different idea than what I want my character to look like. You didn't nail her personality at all even if my design doesn't convey my idea of her being a calm girl into technology (as in consoles and PCs, not tinkering/modding), and now she looks like a completely different character entirely as another anon pointed out.
Stylistically it's also very off from how I want it to look as well. She looks too masculine in yours while she's supposed to have a round face and a more soft feminine figure in general, but I can excuse this as your art style. The main problem is that she looks too much human-like now: her design (and pretty much the ones of my anthro OCs in general) is supposed to at least in part pay tribute to anthropomorphic character designs of the 80s and 90s mixed with a few influences from more current day kemono art, and that part is now completely lost in your interpretation. The final product ends up looking more like a Ratchet and Clank character than a Swat Kats character, as a result.
Tomorrow I'll try various redesigns for her based on some tips you gave me and mainly my ideas.
