Let's say there are two artists: Artist A and Artist B.

Artist A has a PhD and knows where every bone, muscle, and ligament is on the human body and can draw 10x better than any old master. But he doesn't know how to rotate objects in perspective nor anything about constructive drawing. He just draws like a medial photocopier but it's perfect every time he draws.

Artist B is an animator and knows about perspective and can rotate any object he wants to at any angle and he understands using construction to draw more complex shapes but he can only draw Cal Arts style cartoons and doesn't know what bones or muscles are.
