There are a lot of invisible hurdles to bringing your creative project to fruition, such as fear of failure, perfectionism, wanting to save the good ideas for your great opus magnum...
But you can always reuse your old ideas, a lot of successful manga started out as a oneshot with different character names and details that got later turned into a longer running series and even those develop more on the way.
There is no magic perfect moment for starting your manga, there's only now.
Looking at the past where you almost but didn't actually do it or towards a future where you "might" do it, won't change anything, active change can only happen in the present.
The rule of "fail faster" (
https://youtu.be/rDjrOaoHz9s) can be applied to any creative project. Waiting more will only make you sad later and you will wonder why you didn't get started sooner. Just write things down, maybe get a friend to help you and put things on paper.
Even if you're not ready to put yourself out there where, especially on 4chan crabland, you can at least get things started for yourself. You can always post on more friendly websites for feedback too and if you find that you're emotionally not ready yet, you can delete your stuff and try again later, when you've built some confidence (and it is about emotions here, not skill).
But honestly, for gods sake, please just get started.
