it’s basically a mix of the brush, smudge and stamp tools, it samples the pixels beneath the brush and copies them, blurring or tinting them based on settings and often resulting in a glitchy aesthetic
obviously some artists use it better than the others (pic related), but it’s fucking disgusting, it just rubs me the wrong way, like vaporware in brush form
