In the early 2000s manga was exploding in popularity but boomer and gen xer artists had never really drawn it, so when manga art books were in demand in the west, you had lots of people who could draw but had no idea how to draw manga who went to fill that demand.

Nope, because everyone then was drawing the same bad manga art regardless of age. The problem was symbol drawing instead of understanding how a manga style falls into place.
