First, nearly every school accepts foreigners. There is a Japanese requirement which is usually N2 level, but after that the requirements are often the same.
Second, schools that tout their hiring rate are not "art schools" as much as they are "get people art-related jobs" school. My school has a "hiring rate" of over 95% but half of the classes were "how to do a job interview" or "how to write your cv well", so be careful about that. Classes in the syllabus listed as "Industry research" or "Introduction to digital art" can very well be just job hunting classes.
Third, Japan doesn't teach art like say, Art Center does. They put you through value studies and croquis, sure, but then they fuck off and tell you to do your own thing and learn on your own. I had very few classes that "taught" and didn't just "critique".
If I could start over I'd go for a university instead ????. The Kyoto Seika Daigaku "Character design" course looked great, but I wasn't able to attend. Although it wasn't actually "Character design" as much as it was general digital art.
