How am I supposed to know which learning technique to follow?
Should I just go off the quality of the art that the advice is coming from? Or is there more to it than that?

Ok, you made me read this flock of shit. The left part says the body underneath the clothes is important, and that's just for illustration purposes. It does not mention tracing anywhere, and how it narrates the process doesn't suggest tracing either. Step 3 is obviously traced though.
I don't know what this book is but the author is clearly a hack. You have to understand japanese art books are a dime a dozen, and most of them are by mediocre artists looking for a quick buck. Just like in the west I guess. Sorry to burst your bubble but not all asians are good. Maybe you should try reading hitokaku.

but that's the question of the OP. They're making nice work but when you hear the advice, its so antithetical to the advice you get from western artists, yet the results are there.

I've seen a lot of asian artists, mostly japanese, answer that question about how to study. They always tell you to study real life (Especially figure drawing. They do a look of "croquis") and study your favorite artists. Not any particular mention of tracing. Not very different from what a westerner would say. I know you're just baiting, since there are many good western artists, but I wanted to clarify this for people that don't realize.

/ic/ is not all western artists. /ic/ has some weird fixation with construction and gesture. Maybe it's a remnants from the era everyone wanted to be a concept artist. Not saying it's a bad approach, but it's not the right one for everyone.

I don't have any soul in my art anymore. If I draw some character from an anime I like, I end up apeing the art style of that anime and making a beg-tier copy of it. Or a poorly done realistic human that sort looks like they're cosplaying the character. I don't understand how people can draw interesting original styles. I'm just not creative enough.

Appealing to whom? Tumblr art is appealing to feminists, street art is appealing to cholos, superhero movies are appealing to american sojacks and trannies...

Not everyone like anime designs, for a lot of people they look ugly, so you can't say they are universally appealing.

And btw I do agree that art is getting uglier. Maybe because their ugly souls produce ugly art and sinful people like it because it represents them.

It's just this. This site loves the anime art style, but I think it's just cause it's mostly populated by men and anime is more geared to the male sexual appeal. A lot of women like more Disney esque styles. I've always found anime kind of bland and unappealing, I like the style of western stuff better (venture bros, superjail) but probably cause I find cartoon men hot.

Fair, there's definitely some female oriented anime, but I feel like men tend to prefer anime over western while women are pretty okay with either style, a lot of western cartoon viewers are female (Steven universe, owl house, whatever the latest Pixar movie is). On this site anime definitely is overblown on its appeal tho, I don't think it's as appealing to the general pop as people on here think it is

If by western they specify the counterpart to anime manga which would be cartoons comics it is understandable.
other things like fundy grinding and people doing bargue are still begs and ints in the training stage. It is hard to say what their works will look when they mature. but as a devil's advocate traning does affect future works, so maybe a lot off them are doomed to making works that look like studies

its because this site as a whole has historically heavily been a site at least tangentially related to japanese culture. It's only recently (around 2015 time) when tourists started claiming it never was about anime

I think it's fair because if I was to just judge by western cartoons then western art wouldn't even stand a chance compared to anime. I think by including painters of the classical style, it gives western art more of a leg to stand on when making comparisons.

To address your point on eastern painters and fundies:
for eastern painters that is a big misconception, they learn a few things but a lot just work from photoreference/master studies and trace/copy to get good.
