Again, breakdown the underlying structure first and make sure you can get that right in terms of shape and proportion, any details you add later will be easier to fix once you get that right.
For the OP image it's actually good that the shape is fairly similar to an actual animal, for biological/creature designs you can sort of reference the structure for real animals if you have studied them before, with a certain level of modification of course.
The main "body" basically looks like a bird with weirdly thick arms and tail, with a dragon head, insect-like wings, a boat strapped to its back, and two cylinders strapped to that.
