Like changing .ini files, tools can only be bound to certain keys, needs plugins for features that other art software have by default, etc.
Overall it is fine but out of the box other art software is better for digital painting.
As far as using Photoshop for animating, It can do it fine but for anything other than messing around you'll waste hours of time since it doesn't have all the time saving features animation software has. You'll save yourself a lot of time and energy just using real animation software.
