You could literally go and make a game with nothing but sketch art and few animation frames and it'd work, or use vectors, handmade animations, flash, whatever.
When it comes to animation, the amount of animation on your game would depend on how much you put to the art setup as a whole, you could go like full animation on pixels or little to no animation on vectors or whatever you decide.
