Put your twitter on your art and share it around.
Post on /tg/, /v/, /vg/, reddit, discords that share art, whatever you can find. Don't be obnoxious and follow whatever rules the communities have.
People will seek out your twitter and follow if they see you have more art of the same quality as the one you posted.
Artists love art so getting into artist communities with people that have followers is a good way to get followed and retweeted.
If your art sucks you might not get any followers but that's just a sign to get gud.
