Don't take my word for it but because of the preciseness in their work I think most VN illustrators use a combination of vector tools in addition to brushes

Yeah I think it's that way too I saw a lot of behind the scenes 3d models how it is used etc but I can never find the creative process and the color palet he uses and I searched everywhere.

just google any anime coloring tutorial, there are dozens of them and all are pretty much the same
understanting his color sense would be a little harder, you would have to copy his drawings and look up similar artists until you get it, there is no other way
i don't think you will find his actual tutorials or processes because all his work is commercial and under NDA

And I know I won't find tutorials because 99% there aren't any but I thought in some materials or something he did somwhere in JP.

But If I can't find anything no big deal...Grind till you make it.
