His interest is to kill those who don't obey the rules and who behave innappropriately on the Internet. Even searching for iffy or controversial topics will attract his anger.
There is a scene in which a random person searches for porn and within a few seconds, Joseph manifests himself inside his room saying "You've been a very naughty boy today" before snapping his neck and teleporting away from the dead corpse.
So, yeah. He is pretty extreme in his puritanical beliefs.
