The direction of light, the drawing, the color, the clothes, and etc are given. This gives you a foundation to start changing elements around. You don't have that luxury when painting completely from imagination as you need to design every single one of those elements out of thin air.
A properly done painting form imagination involves all the challenges of painting from a model plus researching references, developing many thumbnails with variations in color, value, and composition, designing creatures, animals, humans and their poses, designing imaginary fashions or clothing, designing landscapes, and designing the lighting and rendering it from imagination, designing the perspective, and etc.
