The skills do translate but there are artists who say you should practice on Traditional and then try digital.
Personally I do both but mainly traditional because I pay more attention to what I'm doing since I can't easily undo any mistakes. That and I like the grip of the paper and pencil more.
My tablet does have a matte screen protector, Ipad Pro, but it still feels like I don't have a lot of control when using it. But that's just me.
