Reference/study from anime drawings, but when you're stuck on trying to get something right like the hands or the fingers, don't draw it out with lines but sketch it in like one does when they're drawing hair by just scribbling it in there. It'll help you get a feel for how to properly do it in later drawings.

Eye colors are too drab, top eyeliner isn’t thick enough, they’re on the whole way too small, and placed incorrectly on the face (they need to be further apart, wide set, go wider).

Also the nose is too big, the mouth is lifeless, and everything under the waist needs be thrown out. Grab a sketch pad and some light pencils like 2H or HB and redraw with an eraser while copying a picture until you get it right, then practice and practice and until you can make your own poses properly.

Ok, just because you're actually trying, here's the magic formula. Go to Gelbooru, download 10 random beautiful waifu pics, throw them onto your painting software of choice, lower opacity to 50%, then trace over the eyes until your little retarded brain internalizes the shape of anime eyes.
