I will say that in my experience it all comes down to consistency and quality; not saying I consider my drawings of quality, rather that I try to maintain a minimum level of quality to the best of my abilities.
Don't post multiple times a day and keep memes/retweets/text tweets to an absolute minimum. Try to engage with people that comment on your stuff as well as follow/retweet artists you like and a couple of your most loyal fans, also don't retweet your art more than once and try to do it at least 12 hours after you posted it.
