What I've found works for me is that I work on art 5 days a week but keep that rolling, if Monday is hell or something I'll take that day off of drawing. Don't lock yourself into a hard schedule if you're doing it after work because that's the quickest way to burnout. I generally do about 3 hours a night when I do draw, sometimes more and sometimes less based on family obligations or other responsibilities. Give yourself a bit extra if you're drawing on a weekend to get a full illustration done.
As for study/work you should probably spend more time actually drawing than reading through texts, but thats gonna depend on the kind of learner you are. I'll flip through an art book one day a week and set a goal to apply that lesson or some other goal into the illustration I'm doing next. Take baby steps instead of drilling it like it's a college exam.
