I think the reason western comic art looks so bad is that it lacks detail. They just build the general body outlines and some folds and call it a day. This looks nice tho

How is that not 10x the case for manga though? The average manga either has blatant photo filters or just a few perspective lines in the background, coupled with generic symbol faces
