If you look back to the 90s-early 00s Japan was on equal footing with the west in terms of pure technical achievement in 3D animation.
The reason for this misconception is that most most people only talk about anime when it comes this, but the best 3D animation Japan has to offer is usually in the gaming industry.
Especially if you're looking at the real time animation used in games.
But even the FMVs back then were very impressive for the time.
Anime CG looks terrible because the whole industry is about cutting corners, and so CG is approached as a cost saving measure.
All the good CG animators went to game studios because they pay way more to anime the same kind of stuff you'd be asked to do for anime.
Aside from Shinji Aramaki no other anime industry people I can think of ever seriously took CG down the route of "let's play to its strengths" instead it's "how can we fake 2D animation with this?".
Even in the last 5 years studios that are geared towards CG like polygon and orange/Xebec/Sunrise Beyond(or whatever they are now) still try to remake 2D styles.
I don't think that in itself is bad Arcane showed that a mix of both can work very well, but that's never really been what the Japanese studios attempted.
I hope Arcane inspires them to change that mindset though, because I'd love to see what the anime industry is able to produce once they learn to change their mindset towards CG.
