Even when you get in a closed circle or a group that aims to improve there is often a difference in skill gap and the others leech of the highest skilled artist. But then it turns into sort of a mentorship, but the high skilled artist wants none of that, he has no time for that. Eventually they will get less active and the group/circle just dies out.
The relationship between online artists are just messed up. I've never seen a relationship between artists past the mutual relationship, they just respect each others work and acknowledge each other but never or unable build a closer relationship.
At least on my observation and experience on online art communities.
Best bet is probably actual good art schools with competitive and motivated people. Though thats probably the hardest thing to find and also quite expensive.
