Tezuka never the founder of anime style. That is Junichi Nakahara. When Disney still struggled with Mickey in 1920s, Junichi already developed the "big eyes girl' trope for manga and anime. Snow White in 1937 straight up copied Junichi's style.
After WW2, American, after copied the style and gave it to Disney, burned all Japanese cartoon. Therefore we will never know if Tezuka copy Disney or just follow his ancestors.
