Inside the brain of a permabeg

Assuming they have one.
What the hell do they do/don't do that hinders them from drawing something acceptable.
Common hearsays are: Not practicing enough, not studying correctly, not listening to critique, lack of self awareness

But I call it baloney since I have seen people who do insane efforts and do what every other non permabeg artists do and they still suck and can't get out of their stagnation, for years and even decades.

So again, is it talent? is it low IQ (I have heard that low spatial reasoning is behind lack of proper execution on fine motor skills)

And if the latter is true, why is everyone shilling the idea that drawing is something that can be learnt and that everyone can become a good artist?
