Should I make sketches first then draw over my sketch in a different layer?

If yes how the fuck do I do that? I've learned how to make smooth and straight strokes from drawabox but I can't draw a circle on top of another circle accurately, and if I try to make it accurate I have to slow down and the lines become wobbly.

What I draw in my actual layer is always completely different from the sketch layer
