don't be a social climber, follow artists because you like their stuff and use your account to keep track of their content by interacting with their post either by like, retweet and thoughtful comments.
if you also have your own content on your account they can see it, and if they like it, they might follow you back, but this should only be incidental consequence of your interaction with them, you should not expect it.
I feel like this is very basic social skills and if you have some self awareness and ability to read you should be able to do this, but I fear you might have trouble functioning in social situations in general.
