They don't draw it on pc and then send it to their phone just to post it from mobile, do they?

draw in phone is the pain in the ass and if you don't have austistic blood like nip, better avoid it. The progress similar when drawing with tablet but took 5x more times and break your finger

Medibang or Ilbis paint, both are capable. For background you need a reference, blur the reference a little then paint the background with soft edge round brush, add highlight in different layer and layer effect (Add Glow). I learnt that from a youtube video, "How painter see the world" I think.

Forget to say after paint the background, blur it depend on your liking.
