you can either find artists you like (twitter/artstation) who have free schedules and DM them to inquire,
or you can post publically on a reddit/discord and wait for portfolios to come to you
industry standard rate for bookcovers is generally $1000+ iirc
you could probably get some random on the internet to do it for like a $100-200 or something though it might be a crapshoot of whether its usable, whether its good quality, whether its the style you want, whether it gets delivered on time/good communication, whether they even speak english as a first language etc. whole host of shit
without any idea of what your book is about, what you want the commission to actually look like, your budget etc. i cant help you anymore than that
