the environment is nice, but it is mostly just repetitive detailing. And they took the easy road by just putting a generic animu girl not doing anything in it. This is a trend I notice a lot - hyper-detailed environment with an anime girl just... existing in it. It's become a whole genre of art unto itself, but to me it feels very hollow. Not to rag on this one artist, they are skilled, they just aren't really using that skill to their full potential.
Also the dutch angle is doing nothing for this piece. I don't get why it was done at such an extreme angle. Nothing about the subject warrants such an extreme tilt, and I find myself just turning my head constantly to see the city correctly.
