buy your first thousand followers or appeal to smaller communities like simps of small vtubers, webtoon fans and the like.

People will follow you when they feel your work is important enough to be notified next time you post, it's not just some sort of Twitter Gold headpat they hand out for an especially good tweet

For me it's consistency and output.
Not necessarily your own even, but if I see someone retweets alot of images I like as well I'll follow even if they only personally upload once in a long while.
If they're constantly tweeting dumb nonsense I'll avoid them too.

I basically only use Twitter for artwork so I only follow art accounts. And some funny animal ones.
