I want to make a comic (to get better at drawing) but I'm not at all good at drawing or writing. What should I draw or in what ways should I be drawing that will allow me to make a comic despite my lack of skill?

Your comic. Just draw it.
Try to make the best comic you can make, actively try to figure out what you're doing wrong and always try to do better in the next page/chapter/work and you will continually improve. Start today.
