Your image is a good process. Try to see the muscles as simple 3d shapes that can deform depending on the action.
Learn the insertion and origin points so you can draw the relaxed vs contracted 3d forms of the muscles (mainly for the arms, legs, shoulders, butt)
Then slap the 3d shapes on top of whatever abstraction you are using as a mannequin / construction base for the figure.

Also draw a lot of people with low body fat so you can see the complex shadows anatomy creates and identify muscle vs bone landmark vs fat pad vs cartilage.
