Its not only the ratio of eyes : head height, but the correct muzzle length and the way the eyesockets interact with the maxillary bone. In the anime standard (kemono) the snout is just glued over a typical anime head. In the "4" eyes style, the maxillary and jaw bone are prominent and create volumes in conjunction with the eye sockets. The forehead is very small in this style, while in the anime one it is nearly as prominent as with real humans. The ~3 eye proportion is like a combination of the other two.
