If you want to get better at 3d sculpting and want to make 3d sculpts, do that. If you want to get better at drawing and want to make drawings, do that. It is irrelevant that you suck at drawing since you can only get better at either through practice at this point, critique is only useful after you have made something.

Its free so download it and try it out, download nomad if you are on android too and try out sculpting there.

Yes. When I heavily used blender for a month my ability to think in 3D was greatly improved.

I remember when i was around that level that i thought i could learn 3d to get my creative ideas out there instead of learning how to draw

your problem might be that you've just never been taught draftsmanship
i may not be where i want to be just yet but i can safely tell you that learning draftsmanship is easier than 3d

Drawing is the fastest way to improve your drawing skills, 3d will probably help a little bit but not nearly as much as focused effort.
