In reality france has brought in more shit from chink and korean authors, and both them and italy have brought in literally some of the earliest Tezuka stuff which is like saying they brought in Disney stuff. In other words while respectable it's not really what most would consider "the anime/manga" era.
At the point where they actually started localizing seinen and other shit, even NA was already publishing stuff in their own territories. In fact, english was obv still the most preferred and widely used localization format when manga was actually starting to get localized overseas, bringing it to UK and other eng speaking countries.
or maybe you're trying to say that french comics inspired by manga are now somehow considered "manga" or some other "anime was made after disney, france worked closely together with japan on comics, etc etc" bullshit spewed by that one french ic schizo
