Gonna guess this was animated by an Eastern studio, but the thing itself (whatever it is) was released in the West.
The lack of CG techniques indicates it's old enough to come from an era when the West farmed out their animation to the East because it was cheaper.
It's way more fluid than most Eastern stuff, so I'm not positive. It's even trickier because the opening credits usually put their best foot forward and don't always indicate the quality of what comes after.
