That's one of the few parts where anime artists and mangakas DON'T use fundies. It's basically what's called "symbol drawing" in /ic/ lingo. You have a specific 2D design for an "eye" from one angle, another design for a differently angled eye and so on. Then you just keep copy pasting from drawing to drawing. It's an effective cost-saving technique in animation which is I guess why it became so prevalent in anime.
Thing is, there is no different set of "fundies" you have to learn to do that. You just find an eye design you like and steal it. Or design your own, but that's rarely done.
