There are tons of artists out there who just don't get it. You are one of them. This piece does not have soul. You're trying too hard to make something appealing and shiny. It comes across instead as generic and forgettable. It has no identity. I can actually see that your heart is not in it all the way, because you're too focused on making something good rather than what you want - something that's yours. The fact that you're even asking other people if this has soul is, in itself, a sign that it does not have soul.
An artist can make 'bad' work that has more soul than this, even if they're a worse artist. Reason being is you can see the passion in their intent. They have their own little stylistic universe that they've built up for themselves. They understand their work, regardless of whether it's good or bad. Others connect with that - a viewer can enter into the artist's stylistic universe to understand and appreciate it alongside the artist.
The problem with a lot of anime art is that it's often trying too hard to be like other anime art. You're not figuring it out for yourself - you saw other anime art and you're trying to recreate that feeling. It's not your little world that you've built, but a vague aggregate of the general anime style.
That is why it doesn't have soul.
