What is the exact difference between opacity and flow, or, how am I supposed to use them correctly?

While I was trying to understand, I came to conclusion that the opacity is a build-up limitator for the stroke, while flow is what gives transparency/opacity to every single dab.

Therefor my true questions are... Why should I set the pressure sensivity on opacity? Why on flow? Why on both?
