Hair gets more complex the longer it is, especially when it hangs over the shoulders, because you're gonna see several different layers that may move in conflicting directions. Don't worry about it, just get the outer contour. Next, figure out the general direction of the hair. Is there a part? Where? Follow the lines you see. But don't draw every damn strand, shit's a nightmare and it ain't worth it. But you can suggest texture with hatching in shadows from where some clumps of hair aren't catching as much light as others. After that, then ya can add all those details, as many as ya think are appropriate.
