Do yourself a favor and buy a pilot metropolitan and a Lamy Safari with an extra-fine nib. For although they both claim to be extra fine, they are both measured under different standards.

Preppy and jinhao are the baby starters, while Lamy and pilot metropolitan are legit workhorses.
The next step up is the acclaimed Lamy 2000. Once you have the 2000 you can go for Montblanc, antique fountain pens like the Parker Duofold, or buy curious shit like Twsbi or chinese shit, which honestly have improved a lot over the years.

There are also less commercial brands that have high-quality products with engravings and resin bodies but there is no point in mentioning them for now.

I took the Peter Draw pill and got a Muji Pen, I might try it with a Pelikan 4001 ink.
Admittedly I'm a noob with fountain pens, I'm curious, could you do manga or comics with them? Is there any visible difference with dip pens aside of the lack of an ink cartridge?

Meijers sells a version of the Pilot Metropolitan for about fifteen bucks.

The Lamy Safari is also good but the knockoff Jingoas (?)aren't bad if you want a starter pen for less than ten dollars. The real Lamy is better made if you want to drop the thirty bucks.

The Lamy safari are between 16-19 bucks. The Al-star models, anodized aluminum, are around $26(USD).

As a drawing tool you are most concerned about the nib. Plain steel mostly behaves the same way, just the diameter will be different. Wetness and smoothness will vary based on QC but its mostly random and can be manually adjusted.

Other properties of a pen are ink capacity (matters more for travel) and ease of cleaning (very important for waterproof inks). The pen should also be comfortable to hold and the cap should probably post.

If you want flex and line variation things become more expensive.

Waterproof inks for fountain pens are relatively new (as far as drawing supplies go) and I found that all of them have major drawbacks compared to regular inks. They work great for a few days to a week but over time they start to get thicker and gummy and eventually you need to flush the pen.

If you mix a nanopigment ink with lexington grey (a wet cellulose dye ink) it will penetrate better and you can get a few weeks of reliable drawing, thats my best tip if you want to use a fountain pen with watercolor.
