Is clip studio pro a smaller version of clip studio ex or are these two separate services with each one different pros?

Only by EX if you plan on animating and MAYBE if you make comics.
EX is just pro with ability to animate more than 10 frames or something and some extra comic page management + 3D object to tone drawing capabilities.

And the advanced production tools for comics. The whole story editor, multi-page projects, binding settings and so on. You don't necessarily need them if you know what you're doing, but they are convenient. Not worth $200 unless comics are your job though.
